SUMMARY:BILBAO 2026
DESCRIPTION:ELFA Annual General Meeting and Conference\, Bilbao\, 15–17 April 2026 \nThe European Law Faculties Association held its Annual General Meeting and Conference 2026 at the University of Deusto in Bilbao from 15 to 17 April\, bringing together academics\, legal educators\, practitioners and students from across Europe and beyond. Under the theme Artificial Intelligence and Legal Education: Exploring the impact of AI on legal education and professions\, the event offered three days of rich intellectual exchange and productive networking\, all framed in one of Spain’s most vibrant and culturally distinctive cities. \nParticipation this year was notably broad. Delegates attended from universities and institutions spanning more than 30 countries\, reflecting the truly international character that ELFA has steadily built since its foundation in 1995. \nThe Conference opened on the evening of Wednesday\, 15 April\, with a welcome reception at the Bistró Guggenheim Bilbao\, located within the iconic Guggenheim Museum\, one of Europe’s most celebrated contemporary art spaces. \nThe academic sessions on Thursday took place at the historic Paraninfo of the University of Deusto\, beginning with an institutional welcome from the Rector of the University\, Juan Jose Etxeberria\, the Dean of Deusto Law School\, Jose Ramon Intxaurbe\, and ELFA President Gema Tomás. The keynote address\, which opened the Thursday programme\, was delivered by Ricardo Devis\, founder of Bilbao AI\, under the title “Are We Asking the Right Questions? Rethinking Legal Education in the Age of AI”\, a vibrant and intellectually stimulating provocation that set the tone for two days of substantive debate. \nThe intellectual core of the conference was structured around four thematic panels\, each addressing a different dimension of the relationship between artificial intelligence and law. \nThe first panel\, on Thursday morning\, examined AI and legal learning in law schools. Speakers explored how law faculties are already integrating AI tools into their teaching environments and what pedagogical adjustments this integration demands. \nThe second panel\, held on Thursday afternoon\, addressed the potential\, risks and challenges of AI in law schools. This session brought together perspectives ranging from the experience of large private law schools to that of institutions operating in more constrained regulatory environments. The discussion engaged with questions of academic integrity\, critical thinking\, and the risk that over-reliance on AI-generated content may undermine the very analytical skills that legal education is designed to develop. \nA new feature of this year’s Conference was the Collaboration Hub\, an open networking session held on Thursday afternoon at the Auditorio Cloister. Designed to facilitate connections between member faculties for joint research projects\, Erasmus partnerships and other academic initiatives\, the Hub gave concrete expression to one of ELFA’s central purposes: not merely to convene\, but to build lasting cooperation between institutions. It is an initiative ELFA intends to develop further in future editions. \nThe programme also included the presentation of the ELFA Award\, coordinated as in previous years by Professor Laurence W. Gormley of the University of Groningen\, ELFA’s former President. Congratulations are due to this year’s prize winners\, and sincere thanks go to Professor Gormley and the members of the jury — including Professor Markus W. Gehring of the University of Cambridge — for their commitment to recognizing excellence in legal scholarship. \nThe day closed in equally memorable fashion: delegates sailed along the river Nervión on the Bilbao estuary to the conference dinner at the Real Club Marítimo del Abra. \nOn Friday morning\, the third panel turned to legal experience with the use of AI\, in which speakers shared concrete examples of how AI is already being used -or resisted- in legal practice\, research and teaching. \nThe fourth and final panel considered the legal professions facing the AI challenge. The discussion ranged from the experience of in-house legal departments managing AI tools to broader questions of accountability\, transparency and the protection of fundamental rights in AI-assisted legal decision-making. \nThe Annual General Meeting took place on Friday\, 17 April\, and addressed a full agenda of institutional matters. \nThe President’s Report for 2025–2026 was presented and approved. The financial report for 2025 and the budget for 2026 were both presented by the Treasurer and approved without objection. The AGM also formally adopted the ELFA Resolution 2026\, which represents the Association’s collective response to the challenge posed by artificial intelligence to legal education and the legal professions. The Resolution was approved\, with the addition of comments offered by members present. \nRegarding Board elections\, the AGM elected Barbara Pozzo (Università degli Studi dell’Insubria) as the new President of ELFA for 2026–2027\, and Izabela Kraśnicka (University of Bialystok) as First Vice-President. Elif Küzeci (Bilkent University\, Turkey) was elected as a new member of the Board in the position of Vice-President. Lukas Rass-Masson\, Lana Bubalo and Ovidiu Ioan Dumitru remain in their respective positions as Vice-President Treasurer\, Vice-President Secretary\, and Vice-President. \nOutgoing President Gema Tomás expressed gratitude to the entire Board and Secretariat\, and to the University of Deusto for hosting an event that\, by any measure\, achieved its ambitions. She specially thanked Jivko Draganov\, ELFA President 2024-2025\, who now leaves the Board. \nThe Bilbao Conference demonstrated\, once again\, that legal education in Europe -and indeed beyond- is a living\, contested and collaborative enterprise. The questions raised over these three days will not be resolved quickly\, but they were asked with rigour\, honesty and a genuine sense of shared responsibility. ELFA looks forward to continuing this work with its members in the year ahead. \nThe Bilbao Conference demonstrated\, once again\, that legal education in Europe -and indeed beyond- is a living and collaborative enterprise. If anything\, the scale of AI-driven change makes that spirit of cooperation more necessary than ever. Yet perhaps the most enduring lesson of these three days was that no algorithm substitutes the connections that are made in person and that lay the groundwork for genuine long-term collaboration. ELFA looks forward to continuing this work with its members in the year ahead. \n\nYou can access below the full conference programme\, the agenda of the Annual General meeting\, the ELFA President’s report and the 2026 ELFA Resolution.\n\n\nConference and AGM Programme\nConference and AGM Programme \nAgenda Annual General Meeting\nAgenda Annual General Meeting \nELFA President's Report 2025-2026\nELFA President’s Report 2025-2026 \nELFA Resolution 2026\nhttps://elfa-edu.org/elfa_resolution/

This activity embraces different tasks of which the Board has to inform all members of the General Assembly. \nIn compliance with this requirement\, I am pleased to submit to the further debate and to the approval by the ELFA General Assembly the ELFA annual President’s report regarding to the activities conducted during my Presidency April 2017-April 2018. \nThe ELFA Board activities carried out in this period could be summarized in two big sections: Board meetings and agreements; and representational activities. \nA. Board meetings and agreements \nIn this context\, the Board has held three meetings: one in Lisbon\, another in virtual form\, and the third in Barcelona. \n\nMeeting in Lisbon\n\nOne of the objectives of my presidency was to try to bring ELFA closer to their Associated Members and to introduce our Association to other eventual future members. In this sense the new Board decided to have their first meeting at the University of Lisbon in consideration for its long tradition attending ELFA conferences\, and its commitment with the ELFA goals. \nThe meeting was held at the Faculty of Law of the Universidade de Lisboa on 26 and 27 June 2017. On the first day the Board discussed on eight important questions: \n\nTo recover the European Journal of Legal Education. Professor Marek Grzybowsky has been the responsible for this activity\, and after several debates with Professor Nigel Duncan and with the Assistant Professor Greta Bosch\, the Board has decided to start this project. Even though several financial and technical aspects have still to be decided\, the Board agreed that the new EJLE should work\, in principle\, in open access\, and decided also to nominate an Editorial Board chaired by professor Grzybowsky\, and composed by Professors Anne Klébes-Pélissier; Halûk Kabaalioglu; Jacek Petzel; Manuel Bermejo; and Laurence Gormley.\n\n\nTo prepare a document for the future ELFA summer courses programme. Professor Andreas Ziegler has been elected the new responsible for this initiative\, which has to be addressed to offer courses on EU or international and comparative law issues. The Board decided to require to the applicants some specific characteristics: Courses have to be offered by ELFA members; in these courses there must participate at least three ELFA member law schools; and ELFA will provide publicity and the “ELFA support label”.\n\n\nTo prepare ELFA for an eventual future incorporation as a Lobby member in the EU. This is a big job and responsibility for which the Board has commissioned Dr. Begum Bulak Uygun.\n\n\nTo prepare a new ELFA webpage in order to make more visible the Association and to be more transparent. The website has been finished in April 2018 and presented during the ELFA General Assembly.\n\n\nTo promote the internationalization of our association. The responsible of this activity has been Professor Verónica Ruíz Abou-Nigm\, and she has had different contacts and meetings with Ms. Diana Wallis\, former president of ELI\, and with Christiane Wendehorst\, current president of this institution. Thanks to her efforts\, ELFA and ELI have prepared a joint group to work together in a project on the European Jurist. From ELFA this group is led by Professor Ruíz\, and from ELI the responsible is Professor Van Erp.\n\n\nELFA Award. Professor Michele Graziadei\, and Professor Laurence Gormley have been the responsible for the new edition of the ELFA Award. In this edition two thesis have been selected for the first award\, and the Board decided to contribute 3000€ for each one. The awarded candidates have been Francisco Joel Reyes y Ráfales\, from the University of Bonn\, and Zane Rasnaca from the European University Institute of Florence.\n\n\nELFA Conference Barcelona 2018. During the meeting the Board has debated and approved the main title of the conference (Legal Education: Knowledge and skills)\, and the program\, and the members have suggested different names for the panels.\n\n\nFinally\, the Board has also been informed by Professor Ziegler about the economic issues and about the budgetary aspects.\n\nOn our second day in Lisbon\, the Board has had the opportunity to debate on Legal Education among different Portuguese Law School representatives\, invited by the Universidade de Lisboa. \nThe Board wants to thank the Law School of the Universidade de Lisboa for its valuable contribution and its generous support in the organization of both meetings. \n2. Virtual Meeting \nThe second Board meeting has been a virtual meeting\, exchanging information and documents online. All the members have debated on seven different questions: \n\nThe first point on the agenda has been the ELFA Conference\, and in this point all members have informed about contents\, speakers and organization. All the speakers contacted had accepted their contribution to the Conference.\n\n\nIn this debate we have also included the organization of a previous conference among other international law schools associations. The Board has agreed to organize in Barcelona\, on 24 April\, previous to the ELFA Conference\, a meeting with these other international law schools associations. We have invited Associations from Australia\, Central and Latin America\, China\, USA and Europe (ELFA and ELI).\n\n\nThe third point discussed has been the ELFA new website\, and the Board\, after having received different proposals\, has chosen the one who has thought the best.\n\n\nThe fourth point to discuss has been ELFA Award\, and Professor Graziadei has informed about the number of applications\, and the management of the members of the tribunal. In this point\, the cooperation of professor Gormley has been also essential.\n\n\nIn the fifth point\, Professor Marek Grzybowsky has informed the members of the Board about their contacts and exchanging information with Professor Nigel Duncan\, and he has provided information about possible costs of this project. The Board has considered that for this year we cannot assume these expenses\, and we will postpone the start of the project.\n\n\nFor the sixth point\, Professor Ruiz has informed about her contacts with representatives of European Law Institute (ELI).\n\n\nFinally\, Professor Ziegler has informed all Board Members about budgetary questions.\n\n3. Meeting in Barcelona \nThe Third meeting of the Board has taken place in Barcelona\, in February\, at the Autonomous University of Barcelona. The main object of this meeting has been to debate and to finish all the details of the two April meetings in Barcelona: the first one with the International Law Schools Associations\, and the ELFA Conference and AGM. All of the members have informed about their different responsibilities in the organization of the meeting\, and an important debate on invoice payments by ELFA members has taken place. From the ELFA Administration a payments analysis has been made\, and the Board has concluded that a large number of associated members have not paid their invoices during the past 2-3 years. The Board has decided to apply the ELFA rules for these cases\, according to which membership ends when a members fails to pay the membership fee for two consecutive years. \nB. Representational activities \nFrom the representation point of view\, the ELFA Board members have attended different meetings and have participated in several congresses and seminars: \n\nParticipation in the SEALS Annual Conference in Boca Raton\, in August 2017. ELFA has been represented by Professors Andreas Ziegler and José Ma. De Dios.\n\n\nFirst meeting in Edinburgh between ELI and ELFA\, in September 2017. ELI was represented by its President Ms. Diana Wallis\, and ELFA by its Vice President Professor Verónica Ruíz Abou-Nigm.\n\n\nMembers of two Committees for the Evaluation Law Programs in Georgia\, invited by the National Center for Educational Quality Enhancement (NCEQE). Professor Ziegler has been member of one of these Committees in November 2017\, and Professors Anne Klebes-Péllissier and José María de Dios of another Committee in December 2017. After this experience\, ELFA and NCEQE have signed a cooperation agreement on 27 April 2018 in Barcelona. NCEQE was represented by its Director\, Ms. Tamar Sanikidze\, and ELFA by its President\, José María de Dios. Vid. Annex I as regards the text of the Agreement.\n\n\nMeeting between ELI and ELFA in Vienna. During this meeting both institutions have decided to cooperate in a future project on European jurist.\n\n\nVisit to Odessa University\, Law School. In August 2016\, me and former ELFA President\, Laurence Gormley\, attended the Annual Conference of SEALS (the Southeastern Association of Law Schools) in Amelia Island\, Florida. We visited number of panels with specialized legal focus as well as those\, devoted to the issues of education. Within this conference\, there was a meeting with representatives of SEALS where repeated organization of SEALS panel on the 22nd ELFA Annual General Meeting and Conference 2017 in Brno and arrangement of ELFA panel on the SEALS Conference 2017 in Florida were agreed. Thus\, I may conclude that cooperation commenced years ago by Prof. Haluk Kabalioglu continues successfully and enables a very valuable exchange of knowledge and experience. \nFurthermore\, I attended the 111th Annual Meeting of the Association of American Law Schools (AALS) that was held in San Francisco\, in January 2017. Here\, ELFA in conjunction with Leo Martinez from Hastings College of the Law in San Francisco\, organised a panel on “Current Issues Affecting Rule of Law and Legal Education in Europe”. Besides me\, Prof. Haluk Kabalioglu\, Prof. Laurence Gormley\, Prof. Jose Maria De Dios Marcer and Prof. Karsten Thorn delivered their presentations here. This panel was rewarded with a very positive reaction of its participants and brought a brisk discussion about presented contributions. We agreed to continue in this form of cooperation with AALS\, the next meeting will take place in San Diego\, in January 2018. \nThere has already been the fourth year of ELFA Award\, the competition for excellent dissertation thesis focused on the topic of European law. Due to a continuously pleasing number of submitted works as well as their high quality\, this year was undoubtedly a success so the Board has decided to continue in ELFA Award for 2017. I would like to give many thanks especially to Prof. Laurence Gromley for organization of the whole competition procedure. The fifth year of ELFA Award has been already announced on the ELFA website. \nAfter the ELFA AGM and Conference in Groningen\, the Board met twice in previous year – in Brno (July 2016) and Barcelona (January 2017). These meetings were devoted to current issues of ELFA and mainly to preparations of the ELFA Annual General Meeting and Conference 2017 in Brno. They could be characterized as beneficial\, factual and effective. \nELFA as an organization has continued to attract new members and associate members. It is a great pleasure for me to announce that ten law faculties joined ELFA during passed year: \n– LATVIA\, The University of Latvia \n– UNITED KINGDOM\, University of Edinburgh \n– ITALY\, Universita degli Studi Suor Orsola Benincasa \n– MONTENEGRO\, University of Montenegro \n– ITALY\, University of Bergamo \n– CROATIA\, Josip Juraj Strassmayer University of Osijek \n– SPAIN\, University of Las Palmas \n– MONTENEGRO\, University of Montenegro \n– UKRAINE\, National University “Odessa Academy of Law” \n– SPAIN\, Universitat de Les Illes Balears \nIn conclusion\, I would like to thank all the Board members who have served with me during this year – and indeed\, during the whole period of my membership in the Board.
