“Happy Birthday ELFA !

The celebration of the 25th anniversary of the European Law Faculties Association reminds me of the year 2004 when I had the pleasure to welcome its conference at the Robert Schuman University of Strasbourg. The association was quite young at the time but already very active, and we had lively discussions in the “Pangloss” lecture hall, which was full.

This name “Pangloss” was chosen for that hall because it is used by the Institute for Translation and Interpreting Studies, whose translation services were very useful to us. But above all it made us think of Professor Pangloss, the philosopher of Voltaire’s novel “Candide ou l’optimisme” who proclaimed: “All is for the best in the best of all possible worlds”. Yet, after numerous experiences, young Candide adopted another philosophy: “We must cultivate our garden”.

I think that we had already started to cultivate this nice garden of the European legal education at the time, and I’m glad to see that it was kept and improved since then by all managers of ELFA. And this reflects the prediction made by Robert Schuman in the ministerial statement of May the 9th 1950: “Europe will not be made all at once, or according to a simple plan. It will be built through concrete achievements which first create a de facto solidarity”. This anniversary is an opportunity to realize that we must keep believing in this principle, in spite of the enormous difficulties of the moment.”

“Bon anniversaire l’AFDE !

La célébration du 25ème anniversaire de l’Association des Facultés de droit en Europe me fait songer à ces belles journées de 2004 où j’ai eu le plaisir d’accueillir son colloque à l’Université Robert Schuman de Strasbourg. L’Association était encore bien jeune, mais déjà très active et nos discussions ont été très intenses dans l’amphithéâtre « Pangloss » bien rempli.

Ce nom provenait du fait qu’il s’agissait de l’amphithéâtre de l’Institut de formation des traducteurs et interprètes, dont les services linguistiques nous ont été très précieux. Mais il nous faisait surtout penser au Professeur Pangloss, le philosophe du roman de Voltaire « Candide ou l’optimisme », qui proclamait : « Tout est pour le mieux dans le meilleur des mondes possibles ». Cependant, après de nombreuses expériences, le jeune Candide adopta une autre philosophie : « Il faut cultiver son jardin ».

Je crois que nous avions commencé à cultiver ce beau jardin de la formation juridique européenne et je suis heureux de voir qu’il a été parfaitement développé depuis par tous les responsables de l’AFDE.

Et ceci en suivant parfaitement les prévisions de Robert Schuman, énoncées dans sa déclaration ministérielle du 9 mai 1950 : « L’Europe ne se fera pas d’un seul coup, ni dans une construction d’ensemble, elle se fera d’abord avec des constructions concrètes créant une solidarité de fait ». A l’occasion de cet anniversaire nous devons continuer à y croire, malgré les énormes difficultés du moment.”
